My fellow taxpayer:

In November 2002 you elected me to represent you on the Sequoia Healthcare District Board of Directors.

My primary objective, consistent with findings of the San Mateo County Grand Jury, was to stop the District’s collection of property taxes being used to support a hospital which it no longer owns. And, to end the philanthropic activities of the District which, in my opinion, lack a public mandate.

Charity and Philanthropy are activities which should be your choice, not that of government.

After taking office, it became apparent that the majority on the Board, in collaboration with political power brokers, was committed to a course of action using taxpayer dollars to build a hospital in the highway 101 corridor near Kaiser Hospital. Sequoia Hospital, at its present location, was to be abandoned. Many of you supported my Referendum petitioning effort aimed at preventing this travesty. Thank you for that support.

Sequoia Hospital has enjoyed an outstanding reputation under the management of Glenna Vaskelis and CHW. The Hospital is now on track to address modernization needs in the context of state mandated seismic criteria. CHW has conceptualized the project, and is proceeding with design. They have stated their commitment to fund the construction, with or without District money. CHW seeks a change in it’s relationship from managerial to one in which it can participate in the enterprise.

It was, and is, also my objective to see the complete ownership transfer of Sequoia Hospital to a self supporting operation. And, to seek the ultimate dissolution of the Sequoia Healthcare District, which was created surreptitiously in the 1996 election.

I seek your support in attaining those objectives.

Towards that end, I have formed Citizen Advocates for Private Philanthropy (CAPP) to:

  1. Sponsor candidates for the November election.
  2. Engage the public in an education campaign.
  3. Employ initiative petitioning to bring the issues before the voters, if necessary.

There are five Members on the Sequoia Healthcare District Board of Directors. Three seats are up for election in November. My seat is secure. Candidate statements in the Sample Ballot mailed to all registered voters cost ~$1,200 each. Such statements are critical for candidates seeking to unseat incumbents.  Currently, we are sponsoring two candidates who have agreed to seek election to the open seats. They are:

Your contribution of $120 would provide 10% towards the cost of one candidate statement, or postage for >300 mailings. I have enclosed a return envelope and a mini-questionnaire regarding your possible use of tax refunds/reductions from the District, in the event that we are successful in making that happen.
