Sequoia Healthcare District Election
Disposition of Writ of Mandamus

May 18,2004 Message from
Jack Hickey
Minority Member, Sequoia Healthcare District Board of Directors
announcing formation of
Citizen Advocates for Private Philanthropy

Purpose: Our purpose is simply to put an end to taxpayer_funded Pseudo-philanthropy, such as practiced by the Majority Members of the Sequoia Healthcare District Board of Directors(Directors) on which I serve. The San Mateo County Grand Jury suggested as much in 2002.

Means: Public education, Initiative petitioning and sponsorship of candidates* for elective office for positions where such abusive use of tax dollars has been questioned, are the legitimate means to achieve the stated end.

Sequoia Hospital & Foundation

The time has come for Sequoia Hospital, and the Foundation supporting it, to take the lead provided by CHW, and proceed without tax subsidies, to ensure the future of this community asset. I advocate return of property taxes collected by the District with a suggestion that they be personally donated to the recipient’s charity of choice. Mine will be the Sequoia Hospital Foundation.

District Pseudo-philanthropy

The “District” tax-subsidized philanthropy includes the following: - Planned Parenthood Golden Gate - El Concilio, Nuestro Canto de Salud - Lytton Gardens - Catholic Charities - Jewish Family & Children’s Services - Samaritan House-Redwood City See also: http://www.sequoiahealthcaredistrict.com/grantrecip.shtml

Charity, and its big brother, Philanthropy begins at home. And, assets or services for such activities, can only be dispensed at the behest of the legitimate possessor. Tax-subsidized philanthropy constitutes slave labor, and must not be tolerated in a free society.

Poverty levels and Creeping Socialism

The Directors, in a five year deal, voted to donate $1.35 Million/year of taxpayer dollars to San Mateo County, to subsidize health insurance for families with incomes up to FOUR times the poverty level. ($62,400 for a family of three) Poverty thresholds, http://www.census.gov/hhes/poverty/povdef.html relics from Lyndon Johnson’s Great Society, originated in 1963-1964. Currently, the federal poverty level for a family of three is $15,600. State and federal health insurance programs subsidize families with incomes up to $38,400.

*Three Board seats are up for election in November. Estimated cost for three candidate statements in the ballot is $3,600.
